He said that government go through six stages. They begin with monarchy and ends with ochlocracy (mob rule). The six stages are:

1. ruled by kings
2. ruled by tyranny
3. ruled by aristocracy
4. ruled by oligarcy
5. ruled by democracy
6. ruled by ochlocracy (mob rule)

Then the cycle repeats itself.
